The REBAR that the resident at 6915 XXXX Street has installed on the inlet side of their culvert pipe is still in place and their culvert pipe is still 80 to 95% clogged with sediment and dirt. Each of these two problems causes water to back up into our property when heavy rains come.

When it rains hard here, little to no water flows through this culvert causing our entire front ditch to overflow into our front yard.
The fact that this REBAR has been intentionally installed in a City Ditch in this manor is in direct violation of Chapter 28 – MISCELLANEOUS OFFENSES AND PROVISIONS ARTICLE I, where IN GENERAL It shall be unlawful for any person to throw or deposit in any ditch anything which will in any way obstruct the free flow of water through the same. A violation of this section shall be punishable by a fine of not more than $4,000.00. (Code 1968, § 28-3; Ord. No. 2021-431 , § 7, 5-26-2021)
This rebar must be removed to resolve this issue I’m reporting.
Even after this REBAR is removed his Culvert Pipe is clogged.
The City Engineer needs to inspect the inside of this culvert pipe. This photo shows you what an Engineer will see when they are inspecting the inside of the pipe.
We have run a camera through the culvert documenting this obstruction and will be happy to provide a copy of that video to your office if it would be helpful in resolving this issue.
